The Borough Clerk serves as secretary to the governing body, preparing meeting agendas and retaining original copies of all minutes, ordinances and resolutions. The clerk’s office receives and distributes correspondence on behalf of mayor and council. The Borough Clerk is the Chief Administrative Officer of all elections and serves as administrative officer by accepting applications and issuing licenses and permits. The clerk’s office is also responsible for coordinating the activities of the Mayor in addition to scheduling marriage ceremonies.

Applications are submitted to Borough Clerk’s office with the proper fee and any other paperwork required. Some applicants are required to be fingerprinted and approved by the Freehold Borough Police Department. Once approved by the police, the application is placed on an agenda for approval by mayor and council.
Access to Public Records
The Borough Clerk is the “keeper” of public records. Any individual or firm may request to view or obtain copies of public records as provided by N.J.S.A. 47:1A-1. Requests for public records are administered through the Borough Clerk’s office. Anyone requesting copies of public records must complete an OPRA form. Some records are immediately available during normal business hours; while others might require additional time, but will normally be available within 7 business days.

Voter Registration
Voter registration and absentee ballot applications are available for Freehold Borough residents and to anyone in Monmouth County, at the Borough Clerk’s office or at the County Board of Elections Office, 300 Halls Mill Road, Freehold, 732-431-7800.
